3. Bilateral Cooperation
The bilateral cooperation of Moldova with other states in the field of information technologies and communication is very active. There are about eighteen bilateral agreements signed in this field.
In particular, should be mentioned in this context the bilateral cooperation in the field of information technology and communication between the Republic of Moldova and the Republic of Belorussia. A priority of cooperation between our countries at this stage is the support in the creation in the Republic of Belorussia of the integrated state system of informational resources as well as of the special enterprise for its management. Following the recommendation of our specialists, the state informational resources of Belorussia will consist from: Registry of population, Registry of juridical entities and Registry of transport. The Ministry of Informational Development of Moldova provides the necessary technical consultation and of the corresponding legal framework.
Also, here should be mentioned the cooperation in the field of information technology and communication between the Republic of Moldova and the Republic of Leetonia, the Republic of Lithuania and the Republic of Estonia. In the period of 26 – 29 September of 2005 the President of the Republic of Moldova, Mr. Vladimir Voronin, had a state visit in this Baltic States. Among the agreements reached in the framework of this visit were also such as promoting the development of bilateral cooperation in this field.
So, being assisted by the colleagues from these countries, in the Ministry of Informational Development of Moldova was prepared a Project of Law which canceled the procedure of registration in the period of three days of the visiting Moldova foreign citizens as well as of the persons without citizenship and was implemented a system of their registration at the entrance in the country (approved by the Parliament of Moldova in December 2005).
Also, the parties agreed on organization of the study visit at the Tallinn Academy of E-Governing for a group of height decision making public servants. The study visit took place in October 2005.
In the discussions with the leadership of Estonian Republic, parties agreed also on the necessity of the bilateral visits in the next year of the ministers of informational development from both sides, called to stimulate the bilateral cooperation in this field.
