BASIC TASKS OF THE MINISTRY

1. elaboration and realization of the state policy in the field of informatization and telecommunication, taking into account global modern level of development  of information technologies, security and use of information;
2. creation of the unique system of formation, storage and use of state information resources;
3. ensuring of elaboration and use of information and communication technologies to increase the level of living of the population, to improve education system, science, healthcare, social protection and culture;
4. creation of the necessary conditions for the qualitative information and communication ensuring of the public authorities, as well as physical and juridical persons;
5. coordination of activities on elaboration, implementation and development of projects, related to the application of information technologies and communication, realization of state expertise of projects and programmes on informatization, communication, information - calculation and automated systems and networks of public administration authorities as well as following the government orders;
6. participation in the formation of investment policy in the field of informatization and communication, attraction and distribution of investments allocated for the development of information and communication infrastructure of the state;
7. elaboration in the established order of the legislative frames which is necessary for the development and application of information technologies and communication, which would be beneficial for the development of the market of information resources, products and services, information systems and networks as well as the means of their provision.
8. creation, implementation and ensuring of the functioning of the State register of population, State register of legal entities, National geographic information system, State register of transport means, State register of drivers and other information and communication systems of state significance;
9. improvement of the National passport system;
10. creation of legal and methodological frames for the transition of the Republic of Moldova to information society, stable transformation of the national information environment, network structures, organization of society life as a necessary conditions for economic growth, social progress and successful promotion of the process of European integration;
11. organization of creation and effective activity of the system of governmental and non-governmental information centers for gathering, processing, storage and offering of information;
12. elaboration and realization of task program of domestic production development in information sphere directed first of all to support the development of our country science and education (Renan and Salt programs), creation of the system of production and scientific- implementing techno parks (“Registru” and “Programmers city”), creation of conditions to organize assembling and testing of “Moldovan” computer, increasing the level of general and professional education, development of retraining system and implementation of the system of information (computer) literacy  improvement of the population (in the frames of the Program “Satul Moldovenesc”);
13. development of information medium as a basis to perfect the system of state administration on the platform “Electronic Government” at the expense of the system creation of electronic document circulation, integration of state information resources, organization of interactive cooperation of administration bodies on all of the levels of the system of state administration, as well by citizens  and other social subjects; transition to electronic document circulation, formation, development and integration into single vertical net of corporative nets of the ministries and other central and administrative bodies;
14. provision of international collaboration in the sphere of information-communications technologies on the account of active participation in the formation of conceptual documents of global information society in international and interstate projects to create new information technologies and automated information systems;
15. provision of protection and security of information and information-communications resources referring to Ministry competence.

MINISTRY FUNCTIONS

As a central departmental body of public administration the Ministry accomplishes the following main functions as:

1. elaborates and leads state policy to build information society, methodology of information building and normative-legal regulation in the sphere of informatization, telecommunications and mail services, formation of state information resources and access provision, also systems of telecast and broadcast, use and conversion of radio frequency spectrum;
2. elaborates and coordinates actions to realize National Strategy and Action Plan “Electronic Moldova”, provides monitoring, analysis and prognosis of information society development in the Republic of Moldova;
3. coordinates elaboration of state programs projects on informatization, information systems of state importance, information-communications infrastructure, net of data transmission, improvement and development of integrated system of national information resources and technologies, access to them;   
4. ensures realization of the Action Plan provisions “The Republic of Moldova – European Union” in the sphere of information society building in the Republic of Moldova, determination and realization of priority directions in the sphere of interstate programs and projects for European integration;
5. organizes collaboration and coordination over scientific and technical relations in the sphere of information-communications technologies and postal relations with European community, foreign countries and international organizations;
6. elaborates normative-legal basis in the sphere of information-communications technologies and mail service, formation, application and protection of state information resources and nets;
7. provides harmonization of national legislation to European society legislation and adjusting standards in the sphere of information-communications technologies to European technical rules;
8. coordinates elaboration and implementation of the system “Electronic Government” to ensure transparency of public administration bodies activity, directed to render public services by implementing information-communications technologies;
9. participates together with other central departmental bodies of local public administration in the elaboration of state policy in the sphere of information security and information protection;
10. coordinates activity to provide natural persons and legal entities with identifying documents and other registration documents according its competence;
11. organizes elaboration of the strategy to create quality infrastructure in the sphere of informatization and communications, taking into account elaboration of technical regulations, Moldovan standards;
12. organizes elaboration and implementation of normative-technical documentation in the sphere of information technologies and communications;
13. elaborates and proposes Standardization and Metrology    Service standards for approval in the sphere of informatization, information technologies and communications;
14. organizes activity to select international regional standards and other countries standards to be presented to  Standardization and Metrology    Service to be approved as national standards;
15. forms single system of coordination and classification on the territory of the Republic of Moldova, leads national bank of classifiers on the direction of their activity;
16. realizes state policy to evaluate production, processes and services correspondence in the sphere of information technologies and communications, except accreditation;
17. elaborates normative basis in the sphere of production, processes and services correspondence evaluation in the sphere of information technologies and communications, gives proposals to improve legislation regarding the creation and implementation of advanced technologies, program-technical systems, information nets and systems and means to ensure their functioning;
18. settles, within the frames of its competence, order and procedures, organizes evaluation of production and services relevance in the sphere of information technologies and communications, transport means, individually produced and re-equipped in a legally settled order;
19. gives proposals regarding the list of production and services in the sphere of information technologies and communications;
20. elaborates licensing conditions in the sphere of informatization, formation of state information resources, activity on planning, elaboration, implementation of automated information systems of state importance;
21. coordinates the activity on training and further training of the specialists in the sphere of informatization and communications.

According to the powers conferred by the legislation the Ministry exercises the following specific functions:

In the sphere of informatization:

1. elaborates and leads state policy in the sphere of informatization, formation, storage, protection, update, and use of state information resources, creates and implements new information technologies, program-technical systems, information nets and systems;
2. elaborates and coordinates implementation of development strategies of information space, state programs, realizes plans and projects in the sphere of informatization;
3. elaborates and coordinates implementation of National program on society informatization and other programs in the sphere of information resources and informatization development;
4. implements coordination and methodical guidance over ministries activity, other central administrative bodies, local public administration bodies to create single information space of the Republic of Moldova within the frames of its competence;
5. analyses the situation and development tendencies of national and international markets of information goods and services, means of informatization and elaborates proposals on mechanisms and guidance improvement;
6. elaborates, within the frames of its competence, main directions of collaboration with international organizations in the sphere of informatization and leading information technologies;
7. elaborates and proofs the policy of the Republic of Moldova regarding international information exchange;
8. participates in the elaboration of state investment policy  and state investment programs in the sphere of informatization;
9. elaborates together with other competent bodies, conceptions of formation and use of state information resources, creation and exploitation of departmental and territorial information systems of public administration bodies, also top directions in the sphere of informatization;
10. leads registration and record of state information resources;
11. elaborates and gives proposals to realize the Conception of information space formation of the Commonwealth of Independent States and other interstate formations;
12. provides elaboration of state automated information systems;
13. implements methodical guidance over state, departmental and territorial information centers, elaborates requirements and technologies of creation and exploitation of automated information systems that create state information resources, realizes control over their maintenance;
14. realizes formation, leading, storage, use and control over State register of population , State register of legal entities, National geographical information systems, State register of transport means, State register of drivers and functioning of departmental registers on the basis of program-technical system of the Ministry (on the agreement with corresponding state bodies), implements monitoring of information systems and resources;
15. represents the Government, in the established order, in international organizations in the sphere of informatization, elaborates projects on collaboration and coordinates scientific and technical relations in the sphere of informatization with foreign countries and international organizations;
16. leads policy and strategy of the highest level domain administration “.md” according to the legislation;
17. facilitates the formation of electronic trade market;
18. organizes exhibitions of information systems and goods on the territory of the Republic of Moldova and abroad;

In the sphere of documentation:

1. organizes activity, tied with production and execution of identifying documents and other documents of state importance, bank identification documents and capital issues, other documents of strict registration;
2. organizes production of identifying and registration documents for natural persons and legal entities, documents of state importance and ensures their technical security with the application of advanced technologies;
3. ensures elaboration and implementation of software, organizes technical maintenance for uninterrupted functioning of the State register of population, State register of legal entities, National geographic information, State register of transport means, State register of drivers and other registers of state importance;
4. organizes the manufacturing and delivering work of registration marks for transport means, blanks of temporary drivers’ licenses and registration documents, certificate invoices and driver training certificates, as well as of documents, used in the system of transport means testing;
5. organizes the marking of transport means impersonal aggregates;
6. provides the elaboration of civil status acts certificates models and civil status acts blanks, organizes their manufacturing;
7. elaborates means and methods of documents protection, issued  by the subordinated enterprises, institutions and organizations, of documents, blanks and negotiable papers of other ministries, that realize technical and scientific investigation in this domain;
8. organizes the manufacturing of seals and stamps on the basis of high technologies, possessing the exclusive right to manufacture seals and stamps for organs of public administration;

In the domain of information resources formation and usage ensuring:

1. realizes registration and evidence of the Republic of Moldova population: reception, examination and handling of citizens applications regarding departure-entry to/from the country;
2. issue of the National Passport System identifying documents, transport registration documents, driver licenses, certificates of  registration of acts of civil status for the Republic of Moldova citizens; foreign citizens and persons without citizenship, other documents in correspondence to current legislation;
3. provides opportune and entire registration of acts of civil status, security and integrity of archival fund of the civil status registers;
4. realizes the state registration of enterprises and organizations that function on the territory of the Republic of Moldova, issues registration certificates and machine-readable registration cards;
5. realizes examination and documentation of drivers, realizes identification, registration, evidence and documentation of transport means;
6. realizes cooperation with law enforcement organs regarding search of transport means, their aggregates and documents;
7. provides security of information systems and protection of documented information, that is in Ministry competence;

In the domain of communications:

1. elaborates the strategy and policy of the telecommunication development in compliance with world tendencies;
2. realizes an integrated policy of distribution and employment of civil radiofrequency specter;
3. coordinates and directs the communication development in other specters of national economics;
4. defines new types of communication  services, the way of their implementation and assignment;
5. realizes control over the observance of legislation, including the requirements of international conventions and agreements in the field of communications;
6. elaborates and promotes the standardization policy in this field;
7. approves the numeration plan and elaborates the strategy of radiofrequency diapason usage for civil purposes;
8. defines the order and conditions of network usage for the purposes of defense and national security in cases of emergency conditions and situations;
9. elaborates annual programs of post stamps issue, defining their structure and thematic, issues post stamps;
10. elaborates and approves regulations, norms and operation and technology rules of network and services in the domain of post and realizes control of their realization;
11. regulates tariffs for post services in correspondence to current legislation;

In the domain of supervision and control:

1. administers and controls the activities of structural subdivisions and subordinated enterprises, institutions and organizations;
2. defines the main directions of activity of its structural subdivisions and subordinated enterprises, institutions and organizations, the most effective ways and methods of its aims solution, elaborates organizational and practical measures to improve their activity;
3. elaborates plans of the basic organization measures, realizes the complex inspection of structural subdivisions, and subordinated enterprises, institutions and organizations, provides control of actual accomplishment of legislation and departmental normative acts, realizes the zonal control of the activity  of its subdivisions and renders them practical and methodological help;
4. together with the Ministry of Foreign Affairs and European Integration realizes the functions of supervision and control of the activity of diplomatic and consular representations of the Republic of Moldova regarding registration of acts of civil status;
5. elaborates projects of normative acts and methodological materials regarding evidence and registration of transport and drivers qualification, controls the observance of fixed demands;
6. participates at the technical and material base research, led by plenipotentiary organ, of economic agents, inquiring after licenses for drivers’ training and retraining;
7. examines citizens’ appeals and complaints, other documents and materials within the range of their competence;
8. controls the observance of current legislation in the information and communication sphere by public organs, acting in these domains, by formation and utilization of state information resources and assumes the necessary measures regarding elimination of different violations;
9. together with Licensing Chamber realizes supervision of observance by the licenses possessors of licensing activity conditions in the domain of training and further training of drivers by means of planned and sudden controls in correspondence to the current legislation;
10. realizes other functions in correspondence to legislation.
