Many people who once visited the Ministry of Information Development recognize later: “as if we were in the centre of Europe”. And this refers not to the fact that the guests pay attention to the conditions, in which the collaborators of the Ministry work, but to the fact that these collaborators create the model of the information space of the Republic of Moldova, without which we can not feel confidently in the XXI century. The century boundaries make people stop for a moment, think and try to answer the questions: “who are we, where are we going from and where do we go to?”
Despite the fact that the Department of Information Technologies was created only several years ago, it has a long history. The ideas and projects of informatization in the Republic of Moldova appeared long ago within the Ministry of Internal Affairs. All began with the enthusiasm of a group of collaborators of the Ministry of Internal Affairs, capable to forecast the actual situation thirty years ago, to understand and to convince the others that without information technologies and informatization of the country, we will hopelessly leg behind the progressive civilized society.
In 1975, the first automated systems using leased computing machinery were created in the bodies of internal affairs. After two years they were created on the base of the Computer center of the MIA.
In 1985, an automated data bank of operative search purpose was created in Moldova. Regretfully, the Automated data bank had low operating characteristics and soon it was changed.
The works concerning the creation of the automated system “Road traffic” and the Automated information retrieval system “Auto search” were carried out simultaneously.
In 1986, the specialists of the Computer center of the MIA elaborated special software and the manual card index on transport means was replaced by computer data processing. The initial registration documents/ card indexes were transmitted for processing from the District sections of registration and examination to the Information processing division of the Computer center of the MIA. In 1988, the Information Center of the MIA proposed a new way of automated processing of the operative retrieval information flow, which consisted in integration of the statistical and operative retrieval information. From 1988 the possibilities of the computer network of the Republican Centre of Registration and Examination (R.C.R.E) of the MIA have been extended, the initial data processing were transferred to the R.C.R.E. (Ghidighici), the data for further work were transmitted on the magnetic carriers to the Computer Center of the MIA. The operation of the other systems of the Information databank has begun from January 1995 and it continues till now.
A unique republican computer network, which connected the Central information databank with all local police commissariats, was created within the Ministry of Internal Affairs of the Republic of Moldova. The data exchange system on satellite channels with the Interstate information databank of the CIS countries functions.
From August 1989 the collaborators of the Ministry of Internal Affairs have elaborated the State Register of Population of the Republic of Moldova. From September 1993 the works have been carried out more actively in connection with the Decree of the President of the Republic of Moldova no. 144 from September 20, 1993 “Concerning the creation of the National Passport System and the State Register of Population”.
In 1991, the creation of an automated data processing system of law-enforcement agencies of the Republic of Moldova ASDE “Right” began on the basis of the Information databank, connecting the police commissariats, district courts and prosecutors offices to the automated work places.
During 1991-1992 the automated work places with special software were installed in the Districts Sections of Registration and Examination (D.S.R.E.) and in the Republican Centre of Registration and Examination (R.C.R.E.), which gave the possibility to the collaborators to carry out the initial automated registration of transport means, also to create a unique database in the R.C.R.E. on the basis of information received on diskettes from the D.S.R.E. The specialists of the Computer Center of the Ministry of Internal Affairs elaborated software, which permitted the implementation of the main database “The transport means” in the Information Direction.
In conformity with the approved Conception of creation of the State Register of Population of the Republic of Moldova, by order of the Minister of Internal Affairs, from March 1992 the collaborators of the Scientific research laboratory of systems and marketing of the Information Directorate of the MIA together with the collaborators of the Directorate of Passports and Visa and of the Road Police Direction have begun to study and implement the international experience for creation in the MIA of the RM of an integrated automated information system “Passport-Traffic” - the information core of the State Register of Population. The necessity of creation of the Automated Information System (AIS) “Passport-traffic” was dictated by the fact that existence of data flow, namely “Passport” didn’t ensure the possibility of objective control of registration of population. Only the confluence with the flow “Traffic” and organization of their further correlation could ensure the formation of the data bank “Population” at the initial stage of creation of the State Register of Population.
In May 1993, the leadership of the Republic of Moldova approved new specimens of driving license and certificate of registration of transport means. After a year the specimens of identifying documents were elaborated and in November 1994 they were approved according to the Law of the Republic of Moldova no. 273 – XIII.
In 1994, the representatives of the international organizations and foreign companies, including UN, OSCE, the collaborators of the companies “SimbolBarcode” (USA), “Bundesdruckerey” (Germany) carried out an international examination of specimens of identifying documents, driving license and technical passport.
During the period of August - December 1994, the collaborators of the Scientific research laboratory of systems and marketing of the Ministry of Internal Affairs processed and put into operation the experimental production of the above-mentioned documents. From January 1995 the State Enterprise Centre of Registration and Documentation of Population “Registru” has begun its activity. From March 1995 new documents (identity cards and other documents of the National Passport System, certificates of registration of transport means and driving licenses) have been issued to population. All these documents had an attractive aspect and they were executed in conformity with the international standards and were well protected from forgery.
With the purpose of ensuring optimal conditions for the creation of the State Register of Population, according to the Regulation of the Government no. 385 from July 5, 1996, the Department of Registration and Documentation of Population began its activity within the MIA. The Directorate of Registration and Documentation of Population, the Directorate of Registration of Transport Means and Drivers Qualification, the Information Direction, the Directorate of Police Border and Migration of Foreign Citizens, the State Enterprise Centre of Registration and Documentation of Population “Registru” became its structures.
The coordination of all works concerning the elaboration and implementation of the National Passport System, the State Register of Population and other systems of state importance were assigned to a special commission. It was determined, that the State Register of Population is created as a segment of the National Information System. In 1996 the operation testing of the AIS “SRP” and the AIS “SRTM” began. From December 1, 1997 the Information Direction began to keep the database and to answer the inquires, presented by Interpol and by the states, which are not members of the CIS.
In 1997, the connection of networks of the district law courts and public prosecutors office to local networks of police commissariats has finished concerning the program of creation of the Automated data exchange system “Right”.
From January 1, 1997 the Information Directorate, on the basis of the system “TV-inform”, organized the receiving of information and operation of the database concerning stolen transport means on the territory of the CIS countries. From October 1, 1997 the information flow concerning the infringement of the law on stolen transport means has been sent and processed by the Information Directorate. During the period of 1997-1998 years, the Department of Registration and Documentation of Population began to elaborate the National telecommunication network and to modernize the hardware and software complex of the Automated data exchange system “Right”.
The elaboration of the automated system of registration and control of entry/exit (import /export) – the Automated system of data exchange “Control-D” began.
A lot in the work of the Department of Registration and Documentation of Population was created for the first time, many developments, a kind of “ know-how”, having no analogues in the world. The specialists of the Ministry became the founders in the elaboration of the Moldavian information legislation, they created the normative legal base for all processes of automated registration and control, informatization and the protection of information. An enormous scientific, organizational and legal work was done, which is of interest not only in Moldova, but in other countries too.
The Department of Registration and Documentation of Population became the legislator of the system of creation of the integrated regional informational space and also of the possibilities of using Smart- technologies to ensure the state general automated registration and control.
From 2001 the Department of Information Technologies became the successor of the Department of Registration and Documentation of Population, which was within the Ministry of Internal Affairs and it became structure of the Government of the Republic of Moldova.
