On the Ministry of Information Development initiative, a seminar of representatives of local public administration of the Republic of Moldova, headed by Mr Oleg Rotaru, Vice Minister of Information Development took place at the Government building.
During the meeting, representatives of central public administration together with representatives of local public administration of the first and second level approached issues faced by LPA in the process of information technologies implementation. The daily agenda referred to different tasks, such as advantages and opportunities offered by the system of electronic windows of citizens’ information within LPA, suggestions and opinions in this sphere. Nearly eight districts from the Republic of Moldova have installed electronic window of information within the project. The information of the windows usage, their advantages and what remains to be improved has been presented today.
Mr Oleg Rotaru, Vice Minister of Information Development, mentioned during the meeting that the participation of local public authorities in the process of information exchange with citizens, with legal entities, on the regional and local level is very important. Therefore, we need mechanisms and instruments to be elaborated and established, in order to assure information activity of local public administration authorities in the process of fulfilling requirements established by the law. Mr Oleg Rotaru referred to the necessity of local public authorities and central public authorities to cooperate on informatization of activities, to create and implement information systems of local importance, create and administrate official web pages of LPA. Not less important goal is the creation of organizational infrastructure within regional boards.
Another issue debated during the seminary was the accomplishment of Government Decision No. 668 regarding official pages of local public administration authorities in Internet (correspondence of official web pages of local public authorities with the Government Decision foresights). As a result of evaluation performed on June, 23-27, 2008, it was ascertained that only 15 LPA of second level possess operating web pages. There is still much work to be performed, because many regions do not lay out any official web pages and those who lay out web pages have a lot of mistakes and many other gaps. Thus, the regional representatives received a series of recommendations on behalf of specialists.
Issues faced by local public administration authorities in the process of information technologies implementation, mentioning that they are lack of financing for the implementation of “e-Moldova” program, were also discussed. Analytical and statistical information was presented at the meeting.
The discussion about digital signature and its usage by local and central public administration authorities was also significant.
At the end of the meeting it was mentioned that the close dialogue among LPA and the Ministry of Information Development would contribute to a future successful cooperation.
